Have you tried making a connection with NowSMS?
If the modem supports the AT+CGDCONT command, then it is probably ok.
Before ATDT*99# will work, an appropriate AT+CGDCONT command must be sent. AT+CGDCONT? just tells you what the current settings are.
There are some older Wavecom modems that require updated firmware (v5.20 or later is what I have been told) ... but in the older modems the AT+CGDCONT command was not supported at all.
