What is MMS file? is it a text based file with special format? how to make mms file?

Can i generate mms file from web server?
Or should i use NOWMMS to make mms file and then upload it to server?

The answer to that question would depend upon the context.
Usually, I think of an MMS file as being the MMS message file format that is used for an MMS message being transmitted over the air.
This format is defined by the MMS Encapsulation Specification, defined by the Open Mobile Alliance (http://www.openmobilealliance.org/tech/affiliates/wap/wapindex.html and http://www.openmobilealliance.org/release_program/enabler_releases.html#MMS).
NowSMS can act as an MMSC hosting these files, and there is also some support for building MMS Encapsulation files, storing them on another web server, and using NowSMS to send out the notification:

Note however that some mobile operators have closed off their networks from external MMSCs. As a result, an MMS Encapsulation Format file won't get you anywhere. See http://www.nowsms.com/discus/messages/1/589.html for more information on this.
