When we send mms via the operator mmsc does that mean we need to pay the prevailing gprs charges plus the mms message charges of the operator?

This is mobile operator specific.

It is the same as if you were doing this via the handset, so you can ask your operator.

Some mobile operators operate separate GPRS APNs for MMS traffic (the "closed" operators that force us to have to route MMS messages in this way in the first place). With those operators, GPRS traffic on the MMS APN is usually free, but it is limited to being able to connect to the operator MMSC.

In the UK, you will get charged for MMS-related data traffic on GPRS with Vodafone and O2. You won't get charged for MMS-related data traffic on Orange (and I believe the same is true with T-Mobile UK, but I am not certain).
