Hi,

If you're using NowSMS, then you can submit it using PAP (Push Access Protocol) or HTTP POST.

The "WAP Push" and "OMA Client Provisioning" references at the following page provide more information: http://www.nowsms.com/support/api.htm

If you are asking this as a general technology question ... you need to send it out using WBXML (and with the appropriate WAP Push wrapper) in order for the device to understand it.
