in the mms , should the mms-notification.ind be sent as a s-unit-push? why not the s-push instead?

Are you referring to Section 9.1.8 of the MMS Client Transactions (MMSCTR) spec, or a different spec? That section just seems to talk about how everything is optional.

Basically, there'd be a lot more overhead in the s-push approach. You'd have to have a session established already.

Connection-less push can be sent out without a session established, so it works better with SMS.
