Have a look at the Smart Messaging SDK at http://mobile.businesms.com/products_sms.html - it does full RTTTL/RTX encoding and decoding.

We looked far and wide for something that we could integrate into our software, and all we found were a few standalone applications of varying quality. We ended up going with MercuryXMS because it works well, is quick and easy to integrate, and they offer good support.

According to the pricing page (http://mobile.businesms.com/purchase.html) it's US$895. We started writing our own smart messaging software and it took me several days just to work out how to do concatenated PDUs ;-) I figure it's worthwhile paying the $$$ just to save yourself the development time.
