is it mandatory to implement WAP push for creating MMS client ?

can MMS client be developed by using http stack ?

To receive an MMS message, you must first receive the MMS notification which arrives via WAP push.

Sending out an MMS message does not require the sending client to use WAP push. (The MMSC uses WAP push to deliver the message to the receiving client.)
