If you mean, can you implement your own SMS gateway and not pay anything for sending the messages ... then the answer is no.
Even with "so called" free SMS web sites, somebody is paying for each message to be delivered. Generally, the free SMS web site subsidises their costs by advertising. For more discussion on this topic, see:

At the end of the day, when an SMS gets delivered, the mobile operator is going to make sure that someone is paying for that delivery.
Most SMS service providers are aggregators that buy bulk SMS capacity from mobile operators and other aggregators. Some SMS service providers also operate SS7 networks (these are not IP/internet based) with interconnections to some mobile operators, but getting into the SS7 network usually requires a close working relationship with a mobile operator.

The Now SMS/MMS Gateway is a software product that acts as middleware tool for SMS, which among other features, can be used to manage connections to one or more service providers; or to manage receiving SMS messages; or to perform message formatting for advanced message types such as WAP push, MMS, etc.
The Now SMS/MMS Gateway is not a replacement for an SMS service provider.
NowSMS is not a bulk SMS service provider. You need a subscription to a service provider, or a GSM modem, in order to do anything useful with NowSMS.
