hi when this dword file file reaches zero, can the user still send sms or mms? Or is the credit quota controlled from another file?

No. When the file reaches 0, the user should not still be allowed to send any messages.

Thanks so that means the gateway access this file everytime a sms is sent and when it reaches zero it stops the user from sending.

Correct.

Assuming that this SMS.CTR file exists. It will only exist if a credit balance is enabled. (And if you do want to create the file manually that is fine, as creating it will enable this feature.)
