Can I update EF file(for example PLMN list) on SIM card with OTA technology using "Now SMS"?

I'm sure it can be done, sending the appropriate binary messages, but unfortunately I'm not familiar with the message formats that are required.
The relevant specification is 3GPP TS 11.11, but there are no simple "how-to" examples that I have ever seen.
