Hi Raksa,

That is a policy issue for the software running on the phone. I know that most Nokia phones ignore OMA OTA with no PIN.

If the phone will not accept OMA OTA without a PIN, I am not aware of anyway that this can be changed.

If you are allowed to send one message requiring a PIN, you may be able to send an OTA to adds your server as a trusted proxy/trusted provisioning server, so that future OMA OTA messages can be sent without a PIN.

I do not know how widely this is supported in actual phone software implementations. But I would point you to study all "trust" references in the OMA Provisioning Content specification.

In particular, I think you would need a BOOTSTRAP section to define a PROVURL that identifies your trusted provisioning server. (It's a URL, but it is used for identification only, the phone doesn't expect to connect to it.)

Then you also need to define a PXLOGICAL section to point to the address (phone number in the case of SMS) from which the content will be sent ... and include the TRUST parameter.

Section 7.4 of the OMA Provisioning Content specification has such a bootstrapping example that theoretically defines a trusted provisioning server/trusted proxy.

Whether or not that will work in the real world with real devices is an open question. You may want to refer to forum.nokia.com and their S60 OMA OTA documentation as well.
